If you are in the process of planning or making a move abroad to Dubai to live and work you may be wondering if Dubai has a social security system that you will be paying into. You may be shocked to learn that there is no state or employer sponsored contribution system for social security benefits in Dubai.
Unlike a lot of European countries, Dubai does not have a contribution based social security system because they do not need it. As one of the Gulf Center Countries, Dubai enjoys small populations and high gross domestic product due to all of the oil being produced and sold out of the United Arab Emirates (UAE) and other Gulf countries. Because of the riches associated with this there is no need for Dubai to need for their people to contribute to a social security scheme. As a benefit for the government in Dubai, they do not have to worry about administering a program such as a contribution based system. Instead, nationals of Dubai are entitled to state help. The extensive list of assistance includes health care benefits, maternity benefits, childcare benefits, pension benefits, unemployment benefits, disability benefits and more.
If you find your self in Dubai as a foreign worker you will probably be interested in receiving some of these benefits. The good news is that all foreigner workers are granted access to the healthcare benefits that are afforded to nationals of Dubai. Unfortunately that is where the list of benefits seems to end for foreign workers. In fact, there is even some talk about companies providing health insurance to foreign workers and ending the health care benefits that foreign workers are currently enjoying. It is said that the foreign workers having access to the health care benefits is placing a burden on the system, which is technically only there for nationals of Dubai. Do not be surprised if you are expected to come to Dubai with your own private health insurance policy to cover any medical treatment or services that you receive while in Dubai.
It is important to remember that foreign workers are not entitled to a state pension benefit in Dubai. Granted, there are some international companies located in Dubai that do offer pension schemes but they are not the norm. You will not be able to collect a pension from the state if you are not a national of Dubai. It is advisable to set up your own retirement plan if you plan on staying in Dubai, otherwise you may have nothing coming to you unless you have contributed to a social security system in another country.
