It is an unfortunate feature of a society that the guardians of democracy, administration and law act as on lookers of law breaking. This happens in a democracy where the cabinet consists of human drainpipes. Everywhere the cabinet team radiates core incompetence, which’s also reflected in the police force. The bureaucracy in general feel they constantly face the threat of being made scope goats for the lapses on the part of those holding cabinet rank and who issue directions to act, shirking responsibility at the crucial times. The result is there is total indifference to work and what only pleases the cabinet alone is done with implicit obedience.
The public areleft to its own fate. They are allowed to follow the course of events dictated by circumstances and time. It is a sad day for a democracy where this happens. May be by coincidence somewhere on this planet this could happen. Let us take an example for understanding how the chain reaction of incompetence and anarchy functions.
Let us assume there is a country knows as Fools Own country. Democracy has degenerated into ‘demonocracy’ where most sensible and sane persons take refuge in other countries to preserve their sanity and wisdom. This tendency to take asylum elsewhere is due to the hot pursuit of anarchic policies of the government. The field is left open to champions of masterly incompetence. Elections throw up candidates who come to power for reasons other than merit or competence or professional skills. They have a mass base, which is built on promise of spoils and fringe benefits apart from and positions.
The cabinet is thus formed and the executive derives power from such a cabinet. This also percolates to the various levels in the police force, whose primary role is to maintain law and order. The legislature passes bills, which are not necessarily in the public good but to fulfill sectarian interests.
The executive, that is the highest policy making body, issues directions without adequate thought asking the officials at lower levels to execute them. The intelligent and honest among them point out the dangers of implementation and those who have the herd and servile mentality act instantly and invite trouble. When considerable havoc is done by implementing the directives of the cabinet, the victims of these unfair and oppressive measures approach the courts for redress. The court rules that the action of the executive is wrong and compensation must be paid to the victims.
Here the police are used as an instrument of oppression to perpetuate the vested interests of the ruling party. Even in the eyes of the layman who has no political acumen but robust common sense , such action is unfair and will not stand the test of judicial scrutiny. The police forget their normal duty. Crimes increase and damage to life and property becomes a daily and frequent occurrence with increasing frequency.
The opposition challenges every move of the executive in all possible ways including raising the issue in the legislature, holding demonstrations and challenging in courts. The cabinet does not have time to administer. The entire time is devoted to holding on to the ground.
The police exist but do not act. For example there is a serious traffic violation by road users. This could be, vehicles or pedestrians. The police stand like mute witnesses. Unruly behavior by the lawbreakers is ignored and the threat to life of citizens and passengers is overlooked. Core incompetence surfaces. There is no trace of administration and anarchy reigns supreme. The government becomes a nonfunctioning apparatus. Economic progress evaporates. Citizens, except those who can bribe their way to fulfill their ambitions, feel a sense of frustration. They curse the government and the bureaucracy for all the misery they see face-to-face.
Roads are not motorable . Vehicle taxes are heavy and go mostly for paying salaries and pension and not for road development. This disease becomes contagious and spreads its tentacles through the network of chronic incompetence all over the administration. The life of citizens is paralyzed and the only development occurring is the galloping incompetence in administration.
How can the citizens tolerate such an administration, which remains like a lamppost looking helplessly? Is there a salvation for such democracies on this planet in the 21st century or will they have to wait till deluge overtakes them? We cannot cure cancer by a majority. What is wanted is a remedy. Are we moving towards realizing what Churchill remarked “Government of the duds, by the duds for the duds” We can only pray to the Lord that such an eventuality does not happen as long as this planet exists!
